新加坡过去两年的外籍员工人数明显下降,从2019年的142万4700人,减少至2020年的123万1500人,再下降至2021年的120万400人,占总就业人数36.7%。 截至2021年12月,新加坡共有16万1700名持有就业准证(EP)的外籍员工,持有S准证(S Pass)的有16万1800人,持有工作准证(Work Permit)的则有84万9700人。
政府收紧各项工作证件条件及受疫情影响导致外籍员工有出无进,发生劳动力萎缩情况。但随着政府在今年4月大幅放宽边境限制,外籍员工逐渐回流,相信能够缓解未来几个月的劳动力短缺。
政府要求雇主为外籍员工购买的基本保险氛围医疗保险和工伤保险两个部分。人力部(MOM)要求雇主为持有S准证(S Pass)及持有工作准证(Work Permit)的外籍员工购买医疗保险(最低保额为15,000新元,包括住院和日间手术)。
为了让雇主免受高昂医药费带来的负担,政府宣布今年底雇主须为工作准证、S准证员工购买加强版的医疗保险。一旦员工发生意外或严重疾病,首15,000新元的医疗费仍然全额赔偿,余额由保险公司和雇主共同承担。保险公司支付75%,雇主支付25%,每年最高索偿额必须至少6万新元。
政府并没有规定雇主需要为持有就业准证(EP)的外籍员工提供医疗保险,但雇主可以选择提供保险作为其雇佣合同的一部分,或者鼓励他们的 EP 持有人自己购买医疗保险。
政府规定雇主需为所有体力劳动雇员(无论工资高低)及月入等于或少于1600新元的非体力劳动雇员购买工伤保险。雇主可自行决定是否为月入高于1600新元的非体力劳动雇员购买保险。但是在有效索赔情况下,无保险的雇主需要自及支付赔偿。

Due to the rapid economic growth, Singapore has limited population resources and needs to rely on foreign workers to maintain its competitiveness. The low-wage foreign workers were in sectors like construction, maritime industry (ship repair yard), manufacturing, and transportation and skilled professionals, managers and executives (PMEs) at higher-level S Pass and Employment Pass salaries. A highly internationalized Singapore market needs a diverse talent service in order to compete effectively.
The number of foreign workers in Singapore has dropped significantly over the past two years, from 1,424,700 in 2019 to 1,231,500 in 2020, and dropped to 1,200,400 people last year, comprising 36.7%of its labour force. As at December 2021, there were 161,700 foreign workers in Singapore with Employment Pass (EP), 161,800 workers with S Pass and 849,700 people with Work Permit.
Foreign workers at all skill levels have been leaving Singapore in large numbers since the start of the pandemic and when the government has tightened the application for various work permits, resulting in a shortage of the labor force. But as the government eased border restrictions in April, foreign workers are gradually returning, which is believed will be helping to ease labor shortages in the coming months.
The government requires employer to buy and maintain medical insurance coverage of at least $15,000 per year for each Work Permit and S Pass holder ( including inpatient care and day surgery).
To better protect employers from having to bear large unexpected medical bills, the Ministry of Manpower (MOM) will enhance the coverage of the mandatory medical insurance (MI) for Work Permit (including Migrant Domestic Workers) and S Pass holders.
Employers will continue to be fully insured (first dollar coverage) for the medical expenses of their Work Permits and S Pass holders up to $15,000. The balance amount is shared by the insurance company and the employer. The insurance company pays 75% and the employer 25%, and the maximum claim must be at least S$60,000 per year.
Providing medical insurance is not a requirement for employing Employment Pass (EP) holders. For EP holders who do not have existing medical insurance, employers can choose to provide insurance coverage as part of their employment contract, or encourage their EP holders to get their own medical insurance.
